Transport sector constitutes one of the major financial cooperation area since start of IPA. The EU aims to understand effectiveness and impact of the first IPA term assistance and draw lessons from the on-going IPA II period for the next terms. The evaluation’s outputs will be used mainly by the DG NEAR and the EUD and shared with the Turkish authorities in the IPA structure.
The main objectives of this evaluation are to provide the relevant services of the European Union and the interested stakeholders with:
- an overall independent assessment of the Transport sector financial cooperation, paying particular attention to the results and impact of the OP measured against their expected objectives; and the reasons underpinning such results;
- key lessons learned, conclusions and related recommendations in order to improve current and future Actions.
In particular, this evaluation will assess the impact, sustainability and the performance of EU pre-accession assistance in the transport sector, in terms of the human and financial resources allocated and the results obtained in order to verify that they were consistent with the objectives set in the relevant IPA Regulations and the project and programme documents, with a focus on sector based programming for the future.
The main users of this evaluation will be the EU Delegation to Turkey, DG NEAR and DG REGIO however findings will also be shared with the IPA management structure bodies, NIPAC, NAO, the OS, and the End Recipients.
