Digital4Development advisory services

The overall objective of this assignment is to contribute to the fulfilment of EU global ambition of promoting a fair, inclusive, green and human centric digital transformation worldwide, inspired by the principles enshrined in the EU Digital Single Market, EU values, regulations and standards for data and technology.
This Contract will be supporting the programming phase of EU external action in the transition towards the 2021-2027 Multi-Financial-Framework (MFF), including the completion of the programming documents, national, regional or thematic.

To do that, the Contract has to provide expert advisory services and thematic support to the European Commission, both to headquarters in Brussels and to the EU Delegations (EUDs), to partner countries’ governments and to a limited extent to other key Digital4Development (D4D) stakeholders for the design, implementation and evaluation of digital-related policies, projects and programmes.
The expert advisory services should have as overarching goal that of fostering open, secure, neutral, transparent, inclusive and safe use of digital technologies, aligning to the principles enshrined in the EU Digital Single Market, and EU values, standards and frameworks of reference.
More specifically, the expert advisory services shall achieve the following specific objectives requested services:
Objective 1 – offering Technical support and ad-hoc advice (e.g. desk research/work and field missions)
Objective 2 - facilitating Collaboration, Partnerships and Policy dialogue between EU and partner countries’ public and private sectors, civil society, etc. also in support of activities of the D4D Hub
Objective 3 – enhance Communication and Visibility of the EU Digital4Development policies and interventions, through a wide set of complementary activities in-house and externally
