The overall objective is to assist the Government of Azerbaijan in setting up efficient regulatory and legislative framework for supporting business development. Specific objectives of this 18 months project (with 230 person days) are as follows:
Judicial-Legal environment development : i) Assist Ministry of Justice in drafting normative legal acts on establishment of specialised courts dealing with disputes related to taxes, customs fees, mandatory state social insurance contributions and entrepreneurship activities; ii) Assist Ministry of Justice in development of proposals on promotion of effective international and national arbitration procedures in the country using best practices
Business statistics development: i) Assist Government of Azerbaijan in analysis of the situation with collection and analysis of the business statistics data in order to identify beneficiary for EU assistance; ii) Assist Government of Azerbaijan in development of ToR (Twinning Fiche) to strengthen business statistics methodology aiming to increase capacity among local policymakers to collect, harmonise, analyse, publish and disseminate official information measuring the performance of the private sector/SME in Azerbaijan.
Export Strategy: Assist Ministry of Economy in drafting of the export development strategy, action plan for implementation of the strategy and logframe.
