The main objectives of this evaluation was to provide the EU Delegation in Ukraine and the relevant services of the European Union (particularly EIB and EBRD) with:
an overall independent assessment of the past performance of energy efficiency projects in the “Covenant of Mayors” programme (CoM) in Ukraine and “Eastern Europe Energy Efficiency and Environment Partnership” programme (E5P), paying particular attention to their intermediate results measured against their expected objectives;
key lessons learned and recommendations in order to improve the current and future Actions in the field of sustainable energy (energy efficiency and renewable energy).
Eleven projects of CoM and seven projects of E5P were selected by the EU Delegation in Ukraine for detailed evaluation. The full team included 3 experts and the project has been implemented over 6 months.
