The overall objective of ROLPRO programme was to assist in strengthening the respect of the Rule of Law in the Kyrgyz Republic by promoting transparency, accountability and anti-corruption measures. Specific objectives were: to strengthen public oversight functions; to increase the efficiency, independence, professionalism and capacities of the judiciary; to strengthen the Civil Society and Media to keep institutions and power holders accountable for reform and respect of the Rule of Law and to empower people to have unimpeded access to justice. The main objectives of this evaluation were to provide the EU Delegation in Kyrgyzstan, interested stakeholders, including the Government and other international partners, and the wider public:
an external final (ex-post) evaluation of the EU funded project "Promotion of the Rule of Law in the Kyrgyz Republic",
transfer of acquired experiences and lessons learnt to the next phase of the Rule of Law programme, due to start as early as February 2018.
The evaluation analyzed the project according to the five DAC evaluation criteria, namely: relevance, efficiency, effectiveness, sustainability and impact + two EU criteria: EU added value and coherence of the Action. The full team included 2 experts and the project has been implemented over 8 months.
