The global objective of this project was to strengthen capacity of the Ministry of Mining and Energy (MoME) and Municipalities in implementation of financing line for improvement of energy efficiency (EE). The specific objective was to improve operation of financing line for the improvement of Energy Efficiency (EE).
The support provided by the project team was based on the following services:
Development of a Report on Budgetary fund operation improvement;
Development of a new Rulebook in accordance with Report on Budgetary fund operation improvement, including improved existing procedures, crtiteria and other relevant items for funds disbursement and new procedures;
Development of a procedures for public calls preparation, evaluation of applications and monitoring for 3 types of mechanisms, and 3 guidelines for applicants;
Preparation of 3 types of public calls templates in accordance with the new Rulebook;
Development of a Microsoft Access Database containing various tools to collect applications of EE projects submitted via the portal for electronic government;
Delivery of a trainings for Fund beneficiaries for implementation of new procedures;
Provision of support in assessment of public call issued in accordance with the Rulebook and developed procedures;
Preparation of a Study on possible improvement of existing mechanism and Fund operation, including different legal options for fund establishment and operation, with depth analysis of each option with their advantages and disadvantages, legal and organizational setup, related costs and benefits;
Development of a report containing input for revision of the relevant Serbian regulation;
Organization of study tours for beneficiary officials.
