The specific objective of this assignment is preparation of technical and tendering documentation for closure, rehabilitation and after care of municipal non-compliant landfills and dumpsites in East and North-East Regions of North Macedonia. The activities of the project team:
Review of existing situation of municipal non-compliant landfills and dumpsites in East and Northeast Regions. Collection and analysis of baseline data that will provide sufficient information to assess the adverse impacts of these landfills and the needed remediation and closure cost;
Preparation of Technical reports for closure, rehabilitation and after care of municipal non-compliant landfills and dumpsites in East and Northeast Regions including plan of site location and surrounding area; topographic plans of site (existing and after closure) only for municipal non-compliant landfills; survey of existing leachate composition only for municipal non-compliant landfills; development of leachate generation scenarios as a function of various top covers and re-vegetation and if required systems for isolating the site from surrounding ground water aquifers only for municipal non-compliant landfills; proposed system for landfill closure (top and sides) and materials balance for the same; development of landfill gas generation scenarios; system for leachate collection, treatment and final disposal; system for venting or collection and utilization / flaring of landfill gas; system for surface and if necessary ground water management; plan and schedule for implementation of proposed de-commissioning works and re-vegetation; program for monitoring uncontaminated ground and surface water as well as treated polluted waters; closure and after care procedures; design calculations for all parts together with explanatory notes; price schedules (construction and procurement, operation and maintenance);
Preparation of design documentation and cost estimations for closure, rehabilitation and after care of municipal non-compliant landfills and dumpsites in the East and Northeast region;
Preparation of Volume 3, Volume 4 and 5 of the works tender dossier for closure, rehabilitation and after care of municipal non-compliant landfills and dumpsites in East and Northeast regions in accordance with the requirements of the Practical Guide to contract procedures for EC external actions (PRAG) and relevant FIDIC Conditions of Contract;
