Mid-term evaluation of the Support programme for financial and administrative governance in Mauritania (PAGFAM)
The PAGFAM aims to improve governance in Mauritania through support for the public finance reform already underway and supported by the PAGEFIP 1 and 2 projects (2017-2022), as well as the reform of the public administration. PAGFAM, with a budget of €7.9 million, has been implemented by Expertise France since 01/08/2022 and will continue until the end of 2026. The overall objective of the programme is to improve economic and administrative governance by driving reforms in public finance and the national administration, for the benefit of the various sectors underpinning public action. The achievement of this overall objective depends on the achievement of a specific objective, which is to support the reforms of public finance, public administration, and the civil service in order to make them more effective and improve the quality of services provided to citizens. This specific objective should help ensure the sustainability of actions within the administration as well as the ownership of reforms by the actors involved. To support the beneficiaries, activities have been structured into two components: • Component 1: Coordination and implementation of public finance reform • Component 2: Coordination of government action and implementation of public administration reform The present project carried out the mid-term evaluation of PAGFAM.
