TCF-Technical Assistance _ Costa Rica

The Global Gateway (GG) initiative is presented as the external dimension of the European Union's (EU) dual climate and digital transition agenda, focused on clean and secure infrastructure, in line with European interests. It aims to combine the EU's growing focus on competitiveness and self-interest with a commitment to working with international partners to achieve the Sustainable Development Goals (SDGs). The initiative seeks to mobilize public and private resources, including the EU budget, resources from EU Member States and development and export finance institutions, as well as private sector financing and investment. The Global Gateway Investment Agenda (GGA) in Costa Rica has an ambitious scope, covering diverse areas (transportation, digital innovation, agriculture, oceans and coasts, energy, health, and sustainable finance). Despite some progress, these investments have not yet been finalized. The objective of the technical assistance is to support the implementation of this Agenda, with the exception of the transportation sector. To achieve its objective, the technical assistance is conducting diagnostics of selected value chains with the Delegation of the European Union (EUD), identifying investment needs along the chain and the European companies already present in the country. For each investment need, an analysis will be conducted into the supply and interest of European companies, development banks, and investors. The analysis will be complemented by taking into account the interest of the Costa Rican authorities and the perspective of civil society on potential investments.
