Evaluation of the Infrastructure Investment actions - Project/ Programme Evaluation

Objectives of the evaluation The main objectives of this evaluation was to provide the relevant services of the European Union, the interested stakeholders and the wider public with: an overall independent assessment of the past performance of the Evaluation of the (Environmental and Transport) Infrastructure Investment actions, paying particular attention to its results measured against its expected objectives; efficiency of modalities of contracting chosen; role of local-self governments and/or central level Government in implementation of the projects and the reasons underpinning such results; key lessons learned, conclusions and related recommendations in order to improve current and future Actions; special attention should be given to the sustainability of investments and current state of play of the investments realized. In addition to that evaluation should help to understand the performance of the Action, its enabling factors and those hampering a proper delivery of results as to inform the planning of the future EU interventions and Actions in the same sector. The evaluation assessed the Action using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact. In addition, the evaluation assessed two EU specific evaluation criteria: the EU added value (the extent to which the Action brings additional benefits to what would have resulted from Member States' interventions only); the coherence of the Action itself, with the EU strategy in the Republic of Serbia and with other EU policies and Member State Actions. The Interventions object of the evaluation are as follows: Waste water treatment and sewage collection project Veliki Bački Kanal, Kula and Vrbas municipalities. Central Waste Water Treatment Plant (CWWTP); Construction of Zezelj Bridge across the Danube River in Novi Sad; Supervision of the Design & Build Reconstruction Works of Zezelj Bridge in Novi Sad; Design and Works tender for the Emission Reduction from Nikola Tesla Thermal Power Plant, Unit B1; Supervision of construction and commissioningofthenew WWTP at TPP Nikola Tesla B; Construction and Commissioning of the New Waste Water Treatment Plant at TPP Nikola Tesla B; Construction of the Regional Waste Management Center for Subotica District; NOx emission reduction at the TPP Nikola Tesla Unit A4; Construction of Transfer Stations, including supply of equipment and transport fleets - Regional Waste Management Center Subotica; Construction of Zezelj Bridge Access Roads; Supervision of Works for Construction of Zezelj Bridge Access Roads
