Support to governance in the road transport sector in The Gambia
The overall objective of this project is to facilitate road transport and border trade systems in The Gambia and trans-Gambian corridors and to improve the sustainability and safety of the regional road transport system.
The aim is to provide Gambian authorities with analytical tools, studies and roadmaps for actions to:
Establish facilitation mechanisms reducing transit times for transport/goods/services and improve reliable and safe access to urban and regional markets on trans-Gambian corridors;
Make proposals for updating the existing motor vehicle traffic law;
Audit road safety conditions on trans-Gambian corridors (N5 via Banjul/Barra Ferry and N4 via the new trans-Gambian bridge);
Develop a roadmap for establishing sustainable, safe, reliable and prosperous trans-Gambian corridors, to ensure and promote equal opportunities for all demographic groups, mitigate congestion and consequently greenhouse gas emissions.
Deliverables
The key output of this mission is to propose operational arrangements for border facilitation and improvement of traffic flow and to update the highway code.
The reports are as follows:
An inception report consisting of a detailed work plan;
A road safety audit report, where each identified problem is explained briefly and concisely and recommendations are suggested for mitigation measures;
Recommendations on legal and regulatory changes leading to a draft motor vehicle traffic law;
A detailed roadmap with a precise timeline, which also includes traffic congestion management strategies, that can be implemented given the local context and clearly defining the role of each actor;
A workshop report with documentation of stakeholder comments and reactions;
A draft report providing a detailed analysis of the study;
A final report.
