Evaluation of the current state of the Dominican Institute of Telecommunications (Indotel) and proposals for institutional improvement
The Dominican Institute of Telecommunication (INDOTEL) is the national regulatory body for telecommunications and beneficiary of this project. The importance of the telecommunications sector in Dominican Republic for its contribution to the national economy, the development of the digital economy as a strategy for diversification, as well as by the dynamic nature of telecommunications (marked by an accelerated process of technological convergence between voice, data and video), demand that INDOTEL review, evaluate and refine its internal processes, to improve its impact and make its role as a regulatory institution more efficient. The objectives of this technical assistance to INDOTEL are the following: 1. Make a survey and analysis of the state of the internal situation of the institution in terms of processes, information flows, decision-making bodies, agendas and work plans in the short and medium term in the substantive areas of the institution: Regulation, Management, Protection of Users, Collection of the CDT, identifying weaknesses, bottlenecks, strengths and challenges in each of these instances. 2. Identify opportunities for improvement of the identified weaknesses in the different Directorates and propose recommendations for concrete actions for relevant issues / processes in the short and medium term (1, 2 and 3 years). 3. Identify and propose good practices that can be implemented in the short and medium term to modernize and strengthen the regulatory, spectrum management and user protection according to international best practices and aligned with the needs of the institution and the national reality.
