Study on the payment system for contract primary school teachers
The Nigerien education system faces several major challenges, particularly the negative impact of delays in the payment of teacher allowances on the quality of the education system. Contract teachers, especially in the regions, are the most affected, yet they represent a large majority (77.7%) of the teaching staff. A clear link is visible between payment delays and the reduction of their working time compared to statutory hours, their frequent absence, and their choice of other professional opportunities. Recognizing that increasing the internal efficiency and quality of the education system necessarily requires an improvement and modernization of the teacher payment system, this project aims to provide both a detailed analysis of existing bottlenecks and modern recommendations and solutions towards a payment system appropriate to the multiple constraints (organizational, geographical, technological) of the Nigerien education system. The overall objective of the mission is thus to contribute to improving knowledge and proposing solutions regarding the payment system for contract teacher allowances, particularly those assigned to the regions, with a view to improving learning time. The specific objectives cover several aspects, combining analytical exercises and strategic and operational recommendations, notably: Conduct an assessment of the payment mechanism for contract teacher allowances, particularly those assigned to the regions; Identify and analyze in a differentiated manner the bottlenecks in the payment system for contract teacher allowances, particularly those assigned to the regions; Propose solutions to simplify the payment chain for contract teacher allowances, particularly those assigned to the regions; Formulate strategic and organizational recommendations for the various actors involved in this chain.
