Formulation of an industrialization programme for the SADC Secretariat

The SADC Secretariat and the EU jointly identified a programme with a budget of EUR 18 million entitled 'Support to Industrialisation and Productive Sectors in the SADC Region'. Its objective is to contribute to the industrialisation and regional integration plan led by SADC through support to the private sector and an improvement of the business climate for exporting SMEs in the region. In particular, the aim is to support the development of three regional value chains and the value chain strategy for three products to be selected in the areas of agribusiness and pharmaceuticals. ETI Consulting supported the EU Delegation in Botswana and the SADC Secretariat in the formulation of the programme, taking into account other support and initiatives from donors involved in the region. The specific objectives were to finalise the Action Fiche of the programme, to be financed under the 11th EDF, and to present it to the EU in Brussels. The mission completes the organisation of the programme, notably with regard to: The identification of 3 to 5 products/commodities within the agribusiness and pharmaceutical sectors, which will be subject to detailed mapping for the development of regional value chains. The identification of horizontal and vertical interventions to increase the capacities of SMEs to participate in the identified value chains; The definition of the most relevant implementation modalities considering the capacities of the SADC Secretariat. Advice on the most relevant partners for the implementation of the programme components.
