Final Evaluation of the Support Programme for Creative Industries and Cultural Governance in Burkina Faso (PAIC-GC) and Formulation of a New Action Document
Context and objectives
Burkina Faso's cultural sector is structurally weakened by a deficit in structuring, financing and governance. Despite a recognised artistic vitality, cultural actors operate in an economic and institutional environment that is not conducive to professionalisation and competitiveness. Local production struggles to compete with cultural imports, and value chains (from creation to distribution) remain poorly integrated.
The Programme d'Appui aux Industries Creatives et a la Gouvernance de la Culture (PAIC-GC), implemented since December 2018 with support from the European Union, with a total budget of EUR 16.7 million (including EUR 10 million EU contribution), aimed to professionalise cultural actors, strengthen public governance of the sector and revitalise priority cultural sectors: cinema and audiovisual, performing arts, art crafts and design.
Overall objective of the evaluation
Provide an independent evaluation of the performance of the PAIC-GC over the period 2018-2025, and formulate a new action document for a future EU intervention in Burkina Faso's cultural sector.
Specific objectives
Provide transparent accountability of the EU's support to the cultural sector in Burkina Faso, against the six OECD DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability) and EU added value.
Inform the reflection for the next strategic programming in the cultural sector based on lessons learned and recommendations from the implementation of the PAIC-GC.
Identify and formulate a future EU-funded programme, produce an Action Document and an identification report.
Scope of the evaluation
The evaluation covers 5 contracts grouped under the PAIC-GC:
Long-term technical assistance contract (DT Global / IDEV Europe) - EUR 1.8 million
Grant to the Fonds de Developpement Culturel et Touristique (FDCT) - EUR 6.3 million
Grant to the Ministere de la Communication, de la Culture, des Arts et du Tourisme (MCCAT) - EUR 1 million
Grant to the Conseil Regional des Hauts-Bassins - EUR 500,000
Communication and visibility contract (DEFICOM) - EUR 46,746
