EU for improving Chapter 27 planning and implementation in Serbia
General objective
The overall objective to which this action contributes is:
To assist Serbia in further aligning its environment and climate change policies formulated in Negotiating Positions in view of EU accession.
The impact of the action is:
Serbia achieved higher level of preparation for EU accession in the field of environmental protection and climate change
Specific objectives:
The specific outcomes of this contract are as follows:
Outcome 1. Strategic framework extended and adjusted
Capacities of the Ministry in charge for environmental protection and other Negotiating Group 27 institutions strengthened for analysis and strategic planning of implementation of EU requirements for selected priority directives, sectors or inter-sectoral planning documents at all levels of governance – national, regional and municipal.
This outcome will be achieved through transparent and inclusive process for identification, development/ revision of agreed priority planning documents.
Outcome 2. Legal framework completed
Capacities of the Ministry in charge for environmental protection as well as other institutions are improved for analysis of EU acquis requirements and alignment of national legislation.
This result will be achieved through assessment of alignment situation (based on NPAA and NP implementation monitoring) and technical and legal support in developing priority legal acts (as agreed with the Chapter 27 Negotiating Group coordinating institution) for transposition and implementation of environmental acquis requirements.
Outcome 3. Monitoring and reporting system established
Capacities of the Ministry in charge for environmental protection as well as other institutions are improved for assessment of approximation situation for Chapter 27 and implementation of reporting obligations.
