Support project for better application of law 02-01 on electricity in Algeria
The aim of this technical support mission in Algeria is to improve the application of law 02-01 in the electricity sector, through a comprehensive diagnosis and the study of concrete cases of electricity production, touching on the essential aspects necessary for the preparation and implementation of such projects.
This expertise mission is articulated around three main pillars which constitute the main results to be achieved
Facilitating private sector participation in the open electricity market
Revision of the electricity tariff structure
Better mastery of the energy statistics analysis process

The deliverables provided in the frame of this consultancy can be divided into three main outputs:
Output 1: Facilitating private sector participation in the open electricity market
Output 1.1 - The various files (technical, administrative, financial) required to complete two self-generation projects are as follows
Technical and economic study for the implementation of 2 self-generation projects
A bankable file for the implementation of 2 self-generation projects
Collection of administrative, regulatory and financial constraints and proposals for improvement
Output 1.2 - The deployment of smartgrids in Algeria are examined through two case studies
Two feasibility studies for two smartgrid projects on two different sites
Report analyzing constraints and recommendations for adapting the national regulatory framework to smartgrid projects
Output 1.3 - Exchanges and promotion of partnership between private and public sector stakeholders are facilitated
Minutes of thematic exchange workshops, including analysis of existing obstacles and proposals for overcoming them

Output 2: Revision of the electricity tariff structure
Output 2.1 - The variables and parameters of the electricity tariff structure based on electricity supply, electricity demand and the financial equilibrium of operators, taking into account the orientations of the public authorities, are identified.
A new pricing formula explaining all the variables and parameters used
Result 2.2 - The new pricing structure parameters take into account demand and consumer categories
A set of parameters defined according to demand levels and consumer categories
Output 3: Better mastery of the energy statistics analysis process
Output 3.1 - DGP services better meet the needs of the sector and its partners
An updated table of indicators, studies and reports to be produced for CMT by the DGP
Updated list of data to be collected
Output 3.2 - The statistical data base is suitable for use with a BI tool
A metadata file describing the variables used
Output 3.3 - A BI tool is used to produce various reports on the energy sector
Report on the use of the BI solution to produce at least 5 analysis reports
Output 3.4 - Training of a group of executives in database management systems and the basics of artificial intelligence for data analysis
