Central evaluation of the projects "Regional Support to COMIFAC" (PN 2017.2210.7) and "Support to the BSB Yamoussa Transboundary National Park" (PN 2017.2211.5).

This evaluation focused on the projects "Regional Support to COMIFAC" (PN 2017.2210.7) with an overall duration from 01.2019 to 10.2022 and a value of €21M and "Support to the BSB Yamoussa Transboundary National Park" (PN 2017.2211.5) with an overall duration from 11.2018 to 10.2022 and a value of €11.6M. The "Regional Support to COMIFAC" project was implemented to enable the COMIFAC system to effectively fulfill its strategic and operational missions. It thus provides a response to the difficulties faced by the populations of COMIFAC member States, particularly those who depend on the exploitation of forest resources. The project contributes significantly to achieving this objective by facilitating the development of institutional, organizational and functional capacities of the SEC (COMIFAC Executive Secretariat) and other key actors of the COMIFAC system (including civil society), and by promoting a sustainable framework for collaboration among all these actors for effective participation in international dialogue on forests and the environment. The 2nd project "Support to the BSB Yamoussa Transboundary National Park" is implemented with the aim of ensuring the sustainable preservation of the BSB Yamoussa transboundary complex, composed of the Sena-Oura National Park in Chad and the Bouba Ndjida National Park in Cameroon. It provides a response to the problems encountered by said complex, exacerbated by growing demographic pressure, increasingly significant land occupation and the emergence of regional conflicts. In its evaluations, GIZ follows the evaluation standards of the German Evaluation Society (DeGEval): utility, feasibility, fairness and accuracy, as well as the OECD DAC quality standards for development evaluation. As the two projects are linked, they were therefore evaluated within the framework of the same evaluation. A single evaluation report was drafted. However, each project and each OECD DAC criterion were evaluated separately and the overall evaluation of each project was conducted separately.
