Final evaluation of the Global Climate Change Alliance - Haiti programme (AP3C)
The aim of the AP3C project is to reduce Haiti's vulnerability to climate change by strengthening the government's capacity to integrate environmental sustainability and adaptation to climate change into Haiti's development policies, strategies, programmes and projects. The final evaluation covers the entire action. The scope of the evaluation is threefold: i) at the level of the programme as a whole; ii) at the level of the various intervention components selected in the programme; iii) at the level of each project/contract within the programme. The main objectives of this assessment are to provide the European Union departments concerned, interested stakeholders and the general public with : an independent overall analysis of the performance of the Climate Change Haiti Support Programme, paying particular attention to the different levels of results in comparison with the expected objectives, and the reasons for these results; the main lessons learned, conclusions and recommendations to improve current and future interventions. In particular, this assessment enabled us to : To determine the extent to which the AP3C programme (programme of support for taking climate change into account in the development of Haiti) has achieved the expected results, in particular by contributing to the implementation of the national strategies of the governments concerned in the NCCP (National Climate Change Policy) and NDC (Nationally Determined Contribution), by proposing opportunities for improving the implementation of national procedures and policies; Pay attention to other aid modalities from the EU and other international partners (trust funds/pooled funds, projects), in order to assess the complementarity and synergy (or divergence) of these modalities with that of the AP3C programme; Assess the Haitian authorities' ownership of the project's results; Evaluate the effects of the AP3C programme on the monitoring and evaluation systems in the sectors supported by the programme; Evaluate the way in which the gender dimension has been integrated and operationalised in the project and its results; Take stock of what has been achieved in order to draw lessons and recommendations, and to be able to inform stakeholders about : the conditions under which the AP3C programme has had an effect (or not), as well as the possible intensity and nature (positive or negative) of this effect in Haiti in the environmental sector and more particularly in the fight against climate change; the design and implementation of future budget support operations in Haiti in the environmental sector and more specifically in the fight against climate change; the improvements that the European Union (or other international partners) must make to maximise the impact of the AP3C programme measures in Haiti in the environmental sector and more specifically in the fight against climate change; any limitations arising from public policies, institutional structures and administrative arrangements in Haiti that may hinder/have hindered the effectiveness of budget support on expenditure, or on the public policies and reforms targeted. To define the extent to which the AP3C programme has integrated the gender dimension into the implementation of the programme and what recommendations would be made to other similar programmes to integrate this dimension.
