Mid-term evaluation of Pravo-Justice

Objectives The assignment consists of the mid-term evaluation of the Pravo-Justice action in its entirety, with a geographical scope that embrace the whole Ukraine and looking at the processes and events emerging since the beginning of Pravo-Justice Phase I, in 2017. The main objectives of this MTE are to provide the relevant services of the European Union and the interested stakeholders with: an overall independent assessment of the past performance of Pravo-Justice Phase I and II (the Action), paying particular attention to its intermediate results measured against its expected objectives; and the reasons underpinning such results; key lessons learned, conclusions and related recommendations in order to improve current and future Interventions. Specific objectives: The MTE will serve to understand the performance of the Action, its enabling factors and those hampering a proper delivery of results as to inform (1) eventual adjustment of its design/implementation modalities, (2) its potential extension and (3) the planning for further justice sector support interventions. A key focus of the MTE will be on the recommendations of the ECA audit report on the EU support to the fight against grand corruption in Ukraine and on the identification of operational suggestions on how Pravo-Justice could help to address relevant ECA recommendations.
