Analysis of digitalization in Morocco and identification of potential levers for EU support

The overall objective is to promote sustainable and inclusive economic growth through the country's digital transformation, stimulate innovation, create jobs, and accelerate access to quality public and private services to contribute to the achievement of the SDGs and the objectives of the Association Agreement. The specific objectives were: Assess the degree of development of the country's digital economy, focusing on the policy and regulatory framework, connectivity infrastructure and access to high-speed internet, digital literacy and skills, digital entrepreneurship and innovation, and the development of online services ("e-Services") ; Identify stakeholders in the digital and innovation ecosystem, their roles in digital transformation and their impact on growth and employment (mapping of the digital ecosystem); Analyze government digital development strategies and governance; Identify the main problems/obstacles to the country's digital transformation, particularly with regard to its geopolitical context and other international actors; Propose an EU support strategy promoting digital transformation, as well as priority areas of support.
