Mid-term Evaluation of the Regional Programme for the Management of Transboundary Water Resources in the Lake Tanganyika Basin

The Lake Tanganyika watershed extends over the territory of five countries: Tanzania (67%), Democratic Republic of Congo (16%), Zambia (7%), Burundi (6%) and Rwanda (4%). The waters of the lake itself are shared by four of these countries: Democratic Republic of Congo (45%), Tanzania (41%), Burundi (8%) and Zambia (6%). The intervention to be evaluated included two projects: Lake Tanganyika Water Management - Gestion des eaux du Lac Tanganyika (LATAWAMA) with a budget of EUR 6,900,000, with 3 expected results: Result 1: A monitoring tool for Lake Tanganyika water quality is developed and tested Result 2: The environmental pressure of the 5 pilot cities on Lake Tanganyika water quality is reduced Result 3: ALT is strengthened in its coordination and support role to water resource management actors. Supervision and implementation of communication and visibility activities for the ''LATAWAMA'' project with a budget of EUR 100,000. The evaluation primarily aimed to provide the competent services of the European Union, interested stakeholders and the general public with the following information: an analysis of the systemic contribution of the various interventions financed under the financing agreement subject to evaluation, paying particular attention to its results, in relation to the expected objectives, and the reasons justifying these results; lessons learned, conclusions and associated recommendations, in order to improve, where appropriate, other present and future interventions on transboundary water management, WASH initiatives, waste management and sanitation. In particular, this evaluation measured the performance of the intervention, its determining factors and those justifying the quality of the results obtained. Specifically, the evaluation provided, among other things, information on the nature of the mechanism and/or application established, as well as its operational status during and after the implementation period of the financing agreement subject to evaluation. The main users of this evaluation were EU services, the governments of the 5 countries and Lake Tanganyika Water Management.
