Negotiation of indicators of different types for the Territorial Development Program (PADT) in Morocco
Context: The general context in which the Territorial Development Support Programme (PADT) is embedded is based on two reforms, both major and concurrent, of the Government of Morocco: "advanced regionalization" and the National Strategy for the Development of Rural Areas and Mountain Zones (SNDERZM). The ambition of the PADT is to support an integrated approach aimed at reducing territorial disparities in favour of disadvantaged rural areas of Morocco. The two aforementioned reforms share the same objective as the PADT but through different approaches: "advanced regionalization" aims to achieve this objective through sustainable reform of the institutional environment, while the "SNDERZM" focuses on a territorialized policy of massive investments in disadvantaged regions and for a limited period of time. Objectives: The Territorial Development Support Programme (PADT) is a programme whose formulation is complete but which requires adjustments to enable the finalization of the Technical and Administrative Provisions (DTA) of the future financing agreement. The mission follows an identification and formulation mission for a Territorial Development Support Programme and consists of revising a baseline document (DTA of the financing agreement). The mission was to enable the updating, if necessary, of documents essential to the initiation of other complementary support measures. Finally, it was to contribute to the Moroccan party's recognition of the need for a governance body at the regional level and the integration of the regional executive in the coordination of tasks.
