Ex-Post (final) External Evaluation of the EU funded project "Promotion of Rule of Law in the Kyrgyz Republic"

The overall objective: The global objective of the project was to assist the EU delegation in promoting Rule of Law in the Kyrgyz Republic The specific objective was to carry out an external final (ex-post) evaluation of the EU funded project "Promotion of the Rule of Law in the Kyrgyz Republic", paying attention to relevance, effectiveness, efficiency, impact and sustainability, contributing to the transfer of acquired experiences and lessons learnt to the next phase of the Rule of Law programme. Activities: The present evaluation focused on the ex-post (final) evaluation the project "Promotion of Rule of Law in the Kyrgyz Republic". The latter is the key project of ROLPRO programme. With a budget of EUR 9,5M and a duration of 41 months, covering the period August 2014 to January 2018, the project had two major components: Component 1, whose objective is to enhance the capacity and effectiveness of oversight mechanisms; Component 2, with a focus on Judiciary and Legal Reform, whose objective is to increase the efficiency, independence, professionalism and capacities of the judiciary. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) (Lead Partner) in cooperation with Ludwig Boltzmann Institute for Human Rights (BIM), Danish Institute for Human Rights (DIHR), Deutsche Stiftung für Internationale Rechtliche Zusammenarbeit (IRZ), Justice Coopération Internationale (JCI) and in partnership with International Development Law Organization (IDLO) have implemented the project. The final (ex-post) evaluation aimed at checking and explaining achieved results; identifying unexpected results; assessing the sustainability of the intervention's benefits and beneficiaries' ownership of the results; detecting the real changes in the field and analyse the changes attributable to the intervention; transfer acquired experiences and lessons learnt to the next phase of the Rule of Law programme, which is due to start as early as February 2018. The scope of the evaluation comprised relevance, effectiveness, efficiency, impact and sustainability.
