Feasibility study for the development of a technical landfill center
The global objective of the study was to provide relevant information to the Government of Guinea and the European Commission justifying the development of a landfill center in the framework of the Urban Development and Sanitation Program in Guinea (SANITA) to be funded from the 11th EDF budget. The specific objectives of this contract were : Identification and comparative analysis of different locations for the implementation of a landfill center; Evaluate the technical, economic and financial feasibility of the construction of a landfill center; Assess the environmental and social impacts and propose a management plan to address it; Develop the Tender Dossier on a "Design and Build" basis; Drafting the terms of reference of the technical assistance for the tender analysis linked to the Design & Build contract, the contractualization with the successful bidder as well as the control mission for the monitoring of the rehabilitation. The study has provided the following results : Comparative analysis of the different potential sites; Detailed analysis of the investment feasibility taking into account technical, economic, financial, as well as institutional criteria; Detailed assessment of the viability or potential sustainability of the investment including the operation, maintenance and guarantee of financial resources for the operationalization of the site after construction of the infrastructure; Recommendations for the next steps and any subsequent action required to ensure the sustainability of the investment and successful implementation of the funding. Environmental and Social Impact Assessment (ESIA); Indicative design of engineering: a summary assessment of the costs of construction work; The "Design and Build" tender dossier for the planned investment, in accordance with EDF procedures. This file includes the necessary technical specifications (such as the biogas treatment method, the daily tonnage to be processed, etc.) to frame the bidders' offers Terms of reference of the technical assistance for the evaluation of offers, contractualization with the beneficiary as well as the mission of control for the follow-up of the rehabilitation.
