Recruitment of technical expertise to support the DGRAD of the Ministry of Finance of the DRC in training its staff for the implementation of ongoing reforms - PAMFIP
Project objectives: The overall objective of the project of which this contract is part is to support the Government in the implementation of its public finance reform action plan and to contribute to improving governance in the DRC. The specific objective of the mission is to support the DGRAD in organising training for approximately thirty DGRAD executives (maximum 35, of whom 14 from the provinces) who are expected to join the experimental units provided for by the reform. These training sessions on the new legal and institutional framework shall focus on the ordinance-laws of February 2013 relating to procedures and nomenclatures as well as on the implementing ministerial decrees. The aim is to propose content and a general schedule for these training sessions, taking into account the context of the ongoing reform and the training sessions that must be conducted in parallel under other interventions (training on the new accounting system and training on the new computerised management systems currently being installed). Deliverables: Four deliverables must be produced under this project: The mission intervention schedule. The various training modules including a pedagogical kit (electronic version on CD-Rom). The pedagogical kits (paper version and CD-Rom) to be distributed and made available to participants. Training evaluations with an end-of-training report.
