Public Expenditure Review of the Education and Training Sector
The overall objective is to contribute to the improvement of budget management in the education sector in Niger. The completion of this review also enables: informing the government and other stakeholders of the nature of public expenditure and public sector management in the education sector; contributing to strengthening the effectiveness of resource allocation and management in the sector within a stable macroeconomic framework that promotes economic and social development. The specific objectives of the mission are: to analyse budget allocations to the education and training sector - in particular to its main sub-sectors (primary education and literacy, secondary, higher education, vocational and technical training) - and expenditure compared to the main priorities defined under the PSEF; to assess the fiscal space of the education sector; to conduct an analysis of the planning system and public expenditure management of the ministries and institutions involved in the main education sub-sectors; to identify the strengths and weaknesses of the budget cycle at sector level: planning, programming, execution, internal control, reporting and results; to assess public expenditure devoted to education services, from all sources (domestic revenue and external funds) and all categories combined, and to analyse intra-sectoral allocations within the relevant departments; to identify the major features that may characterise the effectiveness and efficiency of expenditure in favour of the sector; to define an institutional and cross-sectoral mechanism for the implementation and monitoring of the recommendations of this sector expenditure review, in connection with the PSEF; to promote dialogue between the ministries in charge of education and the Ministry of Finance for better programming and management of public expenditure in the sector.
