Support to the elaboration of the Government Anti-Corruption Strategy

The overall objective of this project is to provide support to the Authorities of the Union of the Comoros in their effort to improve Good Governance, through notably: Consolidating public management transparency; Introducing a culture of responsibility and general interest; Promoting and observing ethical values Anchoring confidence in the relationships between administration, citizens and the private sector; Developing the institutional framework necessary to prevent and fight corruption; Making the financial system more transparent. In particular, the Consultant implemented the following activities: Assessing the implementation of the National Anti-Corruption Strategy and corresponding Action plan, adopted in September 2012. Supporting the Government of Comoros in consolidating its intervention strategy aimed at preventing and fighting corruption, through the definition of improved structures and mechanisms to achieve its objectives; Drafting a 5-year Governmental Action Plan, with technical and methodological tools to facilitate its implementation, notably with the preparation of necessary draft laws; Propose the activities of the action plan to be implemented during the next 11th EDF justice and public finance programme.
