Study for the formulation of the Agricultural Value Chain Development Project (VAFA)
The overall objective of the mission is to contribute to the formulation of the 'Project for the Development of Added Value in Agricultural Value Chains' that the EU is considering under the 11th EDF for Burkina Faso, in order to strengthen the agricultural processing sub-sector and the competitiveness of enterprises in this sub-sector. The specific objectives of this contract are as follows: 1. Analyse the proposals of AFD and DANIDA in order to identify specific actions to be taken into account in the implementation of the project. 2. Analyse and prepare the contractualisation between the EU and the Member State agencies (AFD and DANIDA) to arrive at delegation agreements in accordance with the legal framework of PAGODA2. 3. Propose a coordination system for the entire project and the interrelationships between the three components (AFD, DANIDA and DGPER), notably the roles and responsibilities of stakeholders, with a particular emphasis on the role and position of DGPER. 4. Prepare the formulation action document which will serve as the basis for the project financing agreement. Deliverables: An inception report. Aide-memoire on the work carried out. Formulation Action Document (FAD): report including a comprehensive executive summary of the results achieved by the mission. Delegation agreements with AFD and DANIDA. Proposed implementation modalities with DGPER. Proposed Terms of Reference for the TA.
