Mid-term Evaluation of the Financing Agreement (FA) No. ENV/2012/024-59 of the Global Climate Change Alliance (GCCA) project and performance evaluation of the operational implementation mechanism of the GCCA project

Background: The overall objective of the intervention is to support Chad in the implementation of a national response to the challenges posed by climate change, and thereby contribute to the emergence of a climate-resilient and low-carbon economy: Component 1: Assess the progress made in achieving the results/indicators of the GCCA project and propose reorientations, if necessary, of certain activities and/or management modalities of the GCCA project (within the limits of EU procedures). Component 2: Establish the first assessment/diagnostic of the operational implementation mechanism of the GCCA project through a performance audit at strategic/methodological approach, institutional, organisational, technical and operational levels with a view to achieving the results set for the project. The specific objective is to improve climate governance by integrating climate change into key sectoral policies and implementing field projects in line with NAPA priorities and related priorities. The outputs: Component 1: An aide-memoire submitted to stakeholders summarising the main results, difficulties encountered, and preliminary recommendations. A final report. Presentation of the main results, difficulties encountered, and recommendations. A final report.
