Final evaluation of the « Africa4Climate » programme
Objectives of the project This evaluation has a double objective of performance assessment and capitalization exercise. The evaluation will analyse the performance of the project by assessing its relevance, efficiency, effectiveness and sustainability with regards to its results (outputs and impact). It will examine to which extend the project contributed to achieving five intermediary identified impacts: Technical Impact: Four supported African countries implement the first steps of national, sectoral and local action plans aiming at (i) limiting greenhouse gases (ii) adapting national economies to the consequences of climate change and (iii) strengthening institutional capacities of the countries. Financial impact: The supported countries are more attractive for national and international financing instruments dedicated (at least partially) to addressing climate change issues. Impact in terms of capitalization: A first concrete and operational experience is implemented and can be used as basis for capitalization and for designing a methodology to support definition, elaboration and implementation of the initial steps of national climate change policies in African countries Impact in terms of valorisation of French Expertise: French expertise in the design of public policies in the field of climate change is better identified and valued. Diplomatic impact: The French diplomatic strategy in terms of climate change is supported. The evaluation will notably be used to assess the relevance of the French Funds for Global Environment (Fonds Français pour l'Environnement Mondial, FFEM) and of the French Development Agency (Agence Française de Développement, AFD) in this programme, its coherence with regards to other FFEM and AFD interventions in the field of climate policies and their implementation in Africa. Moreover, the approach to programme management as provided by Expertise France, as well as its visibility at national level in the beneficiary countries, will be analysed. Finally, the evaluation, by proposing a set of lessons learnt in its concluding remarks, should contribute to the capitalization effort on the approach and modality offered by Africa4Climate.
