Mid-Term Evaluation of the ACP-EU cooperation on Migration and Development
The overall objective: Providing support to concrete activities in areas of strategic interest to the ACP-EU partners, linked to the recommendations of the ACP-EU Dialogue, and identified and implemented in response to ACP countries demands and for the benefit of migrants. Activities: Making an overall independent assessment about the performance of the programme Making an overall assessment of the relevance of the supported activities in the context of the ACP EU Dialogue on Migration and Development debate and recommendations adopted by joint ACP-EU Council of Ministers in Vanuatu in June 2012 and in Brussels in May 2015 Making an overall assessment of the quality of the TA assessments' in pipeline/deployment/finalized as well as the monitoring systems applied to follow-up with Beneficiaries. Assessment of the overall visibility of the Action, if it could be enhanced, and how. Identifying and discussing the problems encountered, the solutions adopted and formulating concrete proposals on how existing rationale/design of the programme should be adapted or improved to prevent procedural bottlenecks and to deliver the results Assessment of the overall performance of the programme against the Work-plan, and logical framework. Assessment of the implementation status and relevance of the Calls for proposals launched under component 2, against set of recommendations adopted within the ACP-EU Migration Dialogue. The outputs: Inception report submitted within five working days of all programme documentation to the evaluation team, and consisting of the proposed methods, sources and procedures to be used in data collection, including a proposed timeline of activities and submission of deliverables. Final report submitted no later than 15 days after the field mission, in both English and French that consists of findings and recommendations addressing the above mentioned key evaluation criteria. A three-page maximum summary of the mid-term evaluation report.
