Preparation of Technical Specification for TAIB 2012 Supply Contract for supply of appropriate equipment to exchange and manage information and monitoring for water , waste, air management, nature and climate change RfS. IPA/TAIB2012/9.11/LOT6/18
The global project objective is to further approximate and implement the environmental acquis, through strengthening the administrative capacities for environmental management on central and local level in the fields of water management, waste management, nature protection, air management and climate change. The specific objective of the project is: The project specific objective is to provide technical assistance for preparation of technical specifications for supply of equipment (TAIB 2012 Supply Contract) that will facilitate environmental data monitoring, collection, management and dissemination in the field of water quality and quantity, waste, air quality, nature protection and climate change. The objective should be met through a clearly defined set of services and outputs, providing an indispensable input for preparation of above mentioned tender dossier. All these objectives have been achieved by carrying out an extensive analysis of needs of the main project beneficiary - Ministry of Environment and Physical Planning (MoEPP) through set of meetings and interviews carried out starting with the kick-off meeting with all relevant representatives of MoEPP. Meetings were also held with representatives of Hydrometeorological Service (HMS) as secondary beneficiary. The outputs are as follows: Output 1: Prepared Identification Report that is presenting the key findings of the current conditions in the sectors in regard to the IT and monitoring equipment; identification of the needs and prioritized list of IT and monitoring equipment to be supplied and all necessary interventions to be made in electrical, mechanical, infrastructural, telecommunication and other installations by each targeted institution in order to accommodate the supplied equipment and ensure uninterrupted operation. Output 2: Completed tender dossier, incl. Technical Specification/s for supply of equipment for the selected institutions including: Market analysis Study; Estimated budget breakdown; Distribution list of equipment per institution; Delivery and installation requirements and conditions ; Division of equipment in lots, if necessary. Output 3: Replies to requests for Clarifications (if necessary and if requested) to the TD during the tender procedure to be provided by e-mail.
